Plastic Bag Ban to be Incorporated in NY State Budget

The proposed statewide ban on single-use plastic bags will be included in the state budget, announced Gov. Andrew Cuomo. Further, he declared that the Bottle Bill will be expanded to make most of the non-alcoholic beverage containers eligible for 5 cents redemption.

After blocking the implementation of 5-cent fee on plastic and paper disposable bags, Gov. Cuomo had formulated a task force last year to recommend a statewide solution. Further to the report submitted by the special task force, after carefully studying the impacts of plastic bags on New York’s environment, he had introduced a legislative bill that proposed to ban use of most of the single-use plastic bags in the entire state.

The legislation had proposed to ban plastic carryout bags at points of sale. Meantime, certain categories of bags such as newspaper bags and garment bags and the ones used to wrap uncooked meat, fish or poultry and those used to pack fruits, vegetables, nuts, grains and candy were excluded from the ban. However, the legislation hit a snag. It is under these circumstances that Cuomo has again tried to ban plastic bags and expand bottle return scheme.

The statement by Cuomo’s office noted that reusable bags will be distributed so as to ensure that low and moderate income and environmental justice communities are least impacted. Meantime, environmentalists have called for imposition of fee on paper bags too.

According to rough estimates, New Yorkers are believed to consume nearly 23 billion plastic bags every year.
