U.S. Steel’s Promise to Expedite Repairs at Clairton Coke Works Leads to Revision of Enforcement Ord

Allegheny County Health Department on Tuesday revised an order against Pittsburgh-based U.S. Steel that required the company to reduce emissions from its three facilities in Clairton, Braddock, and West Mifflin. The revision follows the appeal by U.S. Steel which noted that the repair works at Clairton Works are in progress and is actually ahead of schedule.

The fire incident which took place at the Clairton Coke Works in December 2018 had damaged the pollution control mechanisms at the facility. Tests proved that sulfur dioxide emissions from the above three facilities had peaked to more than five times the permitted limits as per county air pollution permits. The plants were found emitting 70,000 pounds of sulfur dioxide per day as compared with the permitted limit of 13,000 pounds per day.

The Allegheny County Health Department served an enforcement order to the company, granting five days to respond with a clear action plan on reducing sulfur emissions from the three sites.

In its appeal to the enforcement order, U.S. Steel noted that the company is committed to correct the damage caused by the fire. Upon completion of equipment repairs, which is expected to complete in the next 8-9 weeks, the company will be able to restart the environmental controls. It also alleged that the required actions and deadlines in the order could not be carried out without placing the safety of its employees and local communities at risk.

U.S. Steel now has time until April 15 to have its Clairton Coke Works pollution controls repaired.
